Strict national regulator

Alcohol and Gaming Commission of Ontario (AGCO)

Players aged 19 or older who are physically in Ontario. Operators are registered by the AGCO and, except OLG.ca, contract with iGaming Ontario.

My verdict

Ontario's rules are detailed and actually enforced: no slot autoplay, mandatory limits and a ban on unreachable bonuses. The market is also clearly mapped, with a public directory of every regulated site. The AGCO will not get your money back, but I rate a clean AGCO registration at the top Licensing level.

What it requires from casinos

  • Players must be 19 or older, and their details must be validated before an account is created.
  • Slots cannot have autoplay or turbo, quick spin and slam stop, with at least 2.5 seconds per game.
  • Operators must offer deposit and loss limits at registration (24 hours, 7 days, one month). Raising one needs a 24-hour cooling-off.
  • Promotions that cannot reasonably be reached without substantial losses are banned. 'Free' must be truly free.
  • Self-exclusion logs you out at once and bars login for the chosen term.

What to watch out for

  • The AGCO has no powers over unregulated sites, so look for the site in the iGaming Ontario directory.
  • The AGCO cannot recover your money, so keep your complaint records.

How to check a casino holds this licence

Search the iGaming Ontario directory by operator or site. A fully registered operator is AGCO-registered and has an operating agreement with iGO.

If you have a dispute

Try the site's formal complaints process first (a decision can take up to 90 days), then complain to the AGCO. It cannot get your money back for you.

Enforcement example: In October 2025 the AGCO issued CA$105,000 in penalties against Score Media and Gaming (theScore) over an alleged failure to act on a high-risk patron's gambling.

Self-exclusion

Operator programs and the centralized program: Each operator must run a program with 6 month, 1 year and 5 year terms. AGCO standards also set up a centralized program across all regulated sites.

More about AGCO

The Alcohol and Gaming Commission of Ontario (AGCO) regulates Ontario’s legal online gambling market, which opened in April 2022. Operators register with the AGCO and contract with iGaming Ontario to offer real-money games to players in the province. The regime requires player fund protection, responsible-gambling tools, strict advertising standards, anti-money-laundering controls, and game and RNG certification. Registrations are publicly verifiable on the AGCO and iGaming Ontario registers.
