My verdict
Gibraltar is a respected regulator with a public licence list and a real complaint route. I still treat the complaint route as a last step, since the Commissioner cannot force a payout. It carries more weight than a light-touch licence, less than a national regulator in your own country.

- Licence holders must promptly inquire into player complaints (Gambling Act 2005, section 40).
- Operators follow the Commissioner's codes of practice and remote technical standards.
- Licensees must meet the Gibraltar AML code for remote operators.
- Games systems are tested by approved testing facilities.
What to watch out for
- The Commissioner cannot order a refund; its advice does not override the casino's terms.
- Events older than two years are generally not investigated.
- UK-based players are normally sent to UK dispute routes, not the Commissioner.

Open the Gambling Division's list of remote gambling licence holders and match the operator's company name.
If you have a dispute
Complain to the operator first, then email the Gambling Commissioner a Complaint Resolution Request Form. The Commissioner can examine and issue a determination but has no formal power to order redress.
