A Maltese B2C licence is used by operators serving many countries, but it does not override your own country's rules, so check your market is allowed.
My verdict
I treat an MGA licence as real, checkable protection, because there is a public register, mandatory ADR and an active regulator. It will not get your money back by itself: you still need the casino's own process first, then ADR. Check the register entry rather than the footer logo.
What it requires from casinos
- Operators must run a documented complaints procedure and offer an ADR route.
- B2C licensees must notify the MGA of their ADR entity.
- Licensees file monthly dispute reports with the MGA.
- Operators provide a self-exclusion tool on the site where you play.
- The MGA publishes a list of unauthorised URLs that falsely claim a licence.
What to watch out for
- The MGA does not decide individual payout disputes; ADR does.
- A B2B licence covers suppliers and does not authorise a site to take deposits.
- Fake MGA claims exist, so verify in the register instead of trusting a logo.
How to check a casino holds this licence
Search the Licensee Register by company name, website URL, status or gaming service, and confirm the status is current and the licence is B2C.
If you have a dispute
Complain to the casino first. Unresolved disputes go to an ADR entity the operator must offer, and the MGA Player Support Unit takes reports of unlawful or unfair conduct but no longer rules on the merits of a dispute.

Can I complain to the MGA if a casino will not pay me?
You can lodge a complaint with the Player Support Unit, but it does not rule on the merits of a dispute since April 2019. Use the casino's complaints process, then the ADR entity it must offer.
How do I check that a casino really has an MGA licence?
