My verdict

Anjouan is a light-touch offshore licence, but it now has a public register, a verification framework and mandatory operator-paid ADR. The tight complaint deadlines and the lack of regulator mediation limit what it does for you. I count it as a baseline, not strong protection.

  • Operators must keep player funds separate from operating funds.
  • Operators must run customer due diligence and monitor transactions.
  • Operators must offer self-exclusion plus deposit and loss limits.
  • RNGs must be certified by an approved independent test lab.
  • Licensees must name an approved ADR provider in their terms.

  • The Authority does not handle or adjudicate individual player complaints.
  • Game outcome complaints must be made within 14 days of the session.
  • Complaints and ADR communications must be in English.

Complain through the operator's licence seal; it has 30 days to respond. Then escalate to an approved ADR provider, paid by the operator. The Authority does not mediate or decide player complaints.

Enforcement example: On 10 February 2026 the Authority suspended one Internet Gaming Licence pending investigation.
