My verdict
This is a strict national licence, with a clear public check tool, a large blacklist and tight advertising and affiliate controls. It protects players in Greece well. For anyone else it is only a sign that the operator passed Greek vetting.
What it requires from casinos

- Operators must offer self-exclusion of at least one year, or a temporary one of at least one month.
- Operators must offer a 24-hour time-out.
- Affiliates must be approved by a licensed operator.
- Operators follow the Greek anti-money laundering law 4557/2018.
What to watch out for
- The licence covers Greece; it says nothing about your country.
- Self-exclusion is requested per operator, not through one national register.
- The HGC does not state that it rules on individual disputes.

Submit a named complaint about a licensed operator on the HGC complaints platform. The HGC uses complaints for supervision and enforcement; it does not say it rules on individual disputes.
