My verdict

Italy runs a closed, state-controlled online market with a single cross-operator exclusion register and mandatory limits. It protects players well but offers little flexibility, and I found no player complaint route on the regulator's pages. A clean ADM concession earns the top Licensing score.

What it requires from casinos

  • Only one gaming account per player with each operator.
  • The technical rules require a player-set deposit limit before the account is activated.
  • Gaming platforms must be certified under ADM guidelines.
  • Bonuses are allowed but may only be communicated in a purely informational way.

What to watch out for

  • Indefinite self-exclusion can be revoked only after six months, even if you made it by mistake.
  • ADM's player FAQ describes no complaint route, so start with the operator's support.
  • Operators may limit bet sizes and bet types without giving reasons, with 7 days notice.
