German Joint Gambling Authority (GGL)

Players in Germany. The GGL licenses virtual slots, online poker and sports betting. Online table games such as roulette and blackjack are licensed by the individual states, not the GGL.

My verdict

German licences are among the most restrictive I see: low stakes, a shared monthly deposit limit and no autoplay or jackpots. That is good protection but a thin game offer, and the split between GGL and state licences is confusing. For safety it earns the top Licensing score, as long as the casino is on the official Whitelist.

What it requires from casinos

  • A cross-provider deposit limit of at most €1,000 per month, tracked through the LUGAS system. Raising it needs proof of income.
  • Virtual slots: €1 maximum stake per spin.
  • Slot games must last at least 5 seconds on average. Autoplay and jackpots are banned.
  • One account per provider, verified before play. An unverified account runs 72 hours at most, with a €100 deposit limit and no withdrawals.
  • Gambling on credit is banned, and withdrawals go only to an account in your own name.

What to watch out for

  • The limits are tight: €1 per spin on slots and €1,000 a month across all providers.
  • Online table games sit under state licences, and only five concessions had been granted by May 2025 (Schleswig-Holstein and Bavaria).
  • The GGL cannot raise your deposit limit or recover money. You deal with the provider.

How to check a casino holds this licence

Check the official Whitelist, which can be filtered by game type. Any online gambling offer not on it is illegal, and licensed providers may only use .de domains.

The GGL site has a contact form for reporting irregularities at licensed online offers. It does not describe handling individual payout disputes, so take those to the provider first.

Self-exclusion

GGL licence questions

How do I know a German casino is legal?

Look for it on the GGL Whitelist. A pending application does not count: the offer stays illegal until the provider is listed.

What is the German deposit limit?

At most €1,000 per month across all licensed providers, recorded in LUGAS. A higher limit needs proof of income and takes 7 days to apply.
