King Billy's own terms say the casino is run by Novatrix SRL, a company registered in Costa Rica (registration 3-102-893958), under "licence no. 0000002 issued by the Tobique Gaming Commission". Malta does not appear in the current terms, and Malta is on the restricted-country list.

Tobique is not one of the national regulators (UKGC, Spelinspektionen, MGA) that actively mediate player disputes. It sits in the same low-touch tier as Curaçao: you get a licence number, but little enforcement behind it.
